Don, there's a reason the law was ever changed to allow fenderless/bumperless cars to be registered here...the story as I've heard it told goes like this: A couple years ago a PA resident (Pittsburgh area actually) won the NSRA giveway car at (i think) Louisville KY. It was the green and white scalloped 32 3W you may recall from their ads. When he paid the taxes and brought the car home to find out he couldn't legally even register it in his home state, he went ballistic, called up his local representatives, filed petitions, etc. and maybe even had some high ranking friends within the state DMV that helped get the legistation passed... and supposedly it was because of this car being won by this guy that an amendment to the Street Rod registration rules was made. It was the very first car without fenders to be legally titled in PA, and the guy still owns it and drives it. I saw the car at the World of Wheels show in downtown Pittsburgh back in February.
