So what should a person expect to pay to have a block magnafluxed, hot-tanked, checked over, and over-bored 30? What about porting the heads and puting in larger valves?

for the block work anywhere between $100-150 for the head work porting will cost at least $400, larger valves means new valve seats and valves and retainers and all else thats entailed, thats gonna be another $400, and then you'll have paid at least almost what a set of aluminum heads cost, just to kind be there
Probably about $400 in block work. Make sure whoever does the bore and hone has the new pistons in hand so it will be honed to the actual size of the piston, not the advertised size of the piston.
As to the heads, porting and flowing (no reason to port if you don't check it on a flow bench) will run anywheres from $600 to a couple thousand, depending on how extensive of a job is done. Valves can run anywhere from $10 ea to $100 ea, depending on what kind of valve you get. As Sals said, hard to beat the price on a set of aftermarket aluminum heads that are out of the box probably better flowing then a set of stockers with mild porting.....
If the shop your using has a torque plate for a FE your in good hands.
