How sad. Hope for a full ( & easy ) recovery for Madison.. shame to lose a car that way. The thief needs to be taught a lesson!
I'd concentrate on getting the police and prosecuting attorney interested in pursuing prosecution if that's what you want, before talking to any attorney and starting his clock running. You're dealing with kids who make stupid mistakes and don't have a pot to pee in. The idea of "....somebody paying" doesn't stand much of a chance, if you're thinking dollars. The alleged perpetrator may lose a few years of her life for stupid actions, and that's a high cost.

Due to the possibility of litigation and the climate surrounding social media I feel compelled to not have any further comment on this subject. I will say, though, the police department has not finished their investigation and accordingly no action will be taken until a full report is released.
