Now, that run - a razor blade held at abut 90* to the surface and slowly skinning off the surface will often do the job. Try not to let it chatter or dig in. Round the corners with sand paper so it wont dig. If you have CC icicles (drools) those too can be removed the same way. Trying to sand a run will often leave a raised hump of CC while you go to through to BC (or worse:CRY:) on either side. There are also some very small special files that you can use, but while the CC isn't fully cured (15-30 days+/-), the razor works best.
To cut and buff - 1000 to 2000 (or 3000) wet and dry, Presta 1500 then Swirl Remover used with an 8-9 inch buffer at no more then 6-700 rpm. I do like the Meguires foam pads, but you need two or three different. I also like the Schlegel wool pads.
