If you are asking what I think you are asking for, very unethical and probably illegal.

As far as the illegal way, there used to be someone in Maryland that sold old titles and registrations but haven't seen his ads for a while. Sometimes they worked, sometimes they didn't. (Maybe he's in jail as I believe he perpetrated a federal crime, not a state)

To echo DaveW and Bug, at most of the big "gatherings" there are one or two guys who sell "historic titles and license plates", but they are careful to advertise them "For Display Only" because applying a specific title to a vehicle different from the original is fraud, and the penalties for it vary. Around here it includes the vehicle being impounded by the State until the owner gets his paperwork "mess" straightened out, and if his "mess" involves stamping a frame with bogus numbers they can destroy the vehicle. May not happen, but that's the law. The SEMA Action Network has compiled the rules for getting vintage, collectible, custom and scratch built vehicles registered and titled for each state. That is why my reply was vague. If that is all the OP wanted that paperwork for (historic or display only) then I did not want to insult them.
In my years of dealing with cars I have been asked many times about playing around with titles and cars. Have not and will not ever do it. The way the OP posted the question was a flag in my book. Although I could be wrong. Been there before and will be there again.
Or, one could respond with information concerning vintage car titles and wind up with an interview with the FBI or other such agency!!!!! On the 'net, you never really know who the heck the poster is......
