is por15 a good primer over bare metal? I have deard both sides some say yes some say now, and is it okay to use ppg products over top of it? any professional advice would be great

Depends where you are using it. On the frame yes. But it is tricky to paint over, unless you use other por products or top coat it while it is still tacky. Once on it forms a hard coat, you may have trouble painting over it, unless you scuff it up a bit!
I used it on my car with the tie coat primer and then a layer of epoxy primer then color. I have been noticing something on my Jeep though. I reduced it with acetone, which they say is wrong, and sprayed my bumpers about a year ago. It sits outside year round and gets some pretty rough use, it was bare clean metal before but the rust is starting to come through in places. I don't know if it's the acetone or not???

Sean did you top coat the bumper? I know the por15 rust converter is uv sensitive. They recogmend doing a top coat on anything that is exposed to sunlight.
With POR15 you have got to follow the directions on the can EXACTLY and do NOT skip steps or cheap out on the pre cleaning of the part.
If its turning dull its breaking down the paint. I have it on my 33 and 36 Ford frames and its really good. I tried painting some work truck step bumpers and didnt top coat to see what happens and it didnt do well after about a year. Started peeling and rusting underneath. Sun's ultaviolet rays are mean here in Hawaii. Ken
