I would go with the razor cut all the way around, use a hair dryer or heat gun...warm it up and then with duct tape see if the layers just pull off like a masking template........if not.....then use the chisle and air hammer....LMAO

Since Y'all were so kind in offering your help, I'll update you on the VIN plate.
Tried some liquid remedies but it was taking the black off so I decided to take
the plate completely off (I know I was told not to but I couldn't work on it
with it mounted in the door jam) - - - anyhow I used an x-acto knife, steel wool
and fine sand paper but mostly the x-acto knife and finally got most of it off to
where I could at least read the information stamped on it. Thanks again, Y'all !

back in 88 or 89 I was building a 68 camaro. I removed the tags to do a better paint job... I bought a assembly manual at a swap meet and it had the rivet part # so I went to the dealer and ordered them along with some other stuff.... They came and I put the the tags back on. Not saying you can still get them and I wish I had ordered more but you just never know.
