I've got a decent Shoebox coupe here in Ohio, but there's no way you could "Chop it and drop it" and bring it in under 7 large.
It = $4.000 Chop it = $1500 Drop it = at least $500.
Bottom line -- you've got One Large left to french it / shave it, paint it, upholster it, wire it/ and drop in the small block drivetrain of your choice.
Ten years ago, I wondered why everybody laughed when I said I wanted to bring this one in under $20,000. After ten years of laying on my back in an Ohio driveway getting the flathead running again, the brakes working, and a solid floorpan installed, I begin to see why they laughed.
If you bring one in for $7,000, can I buy it for $8,000?

How about a complete, except for interior 49, 4 door that the rear doors have been molded in? Comes complete with a correct flat head and I think OD tranny, no rust, all glass is good except one side window. It is painted white. It is located in Marysville CA, about 40 miles North of Sacramento. Send a PM if you are interested
PatOf course, that's just my opinion, I could be wrong!
