you can make it a 4 bolt if you want to sell it for$$ if not do not mess with it gm was never good at getting the caps to be all the same center line so the new used gm 4 bolt cap can be way off along with the bolt holes.i have done more then one it a job if you do it right no one will know. but do it wrong you can screw a good block .the rear cap need s to have the thrust line up and be square with the bottom half of the block thrust .the guy that working on you parts sounds like he is lost .i have had many 454 steel gm cranksIrish Diplomacy ..the ability to tell someone to go to Hell ,,So that they will look forward to to the trip

my book says CGV code 345hp out of full size chevy,10.25 compression,just change the cam,add headers,should be close to 450 hp,street screamer
