Dumb question: How can you tell if the lifter is actually not pumping up? Do you have to run it without the valve cover to actually see it?

Quick answer..........A lifter that doesn't pump up will cause the rocker arm to make a lot of noise.

look across the rocker arm studs if intake or ex the rocke nuts all should be about the same height .now if the one is making noise and its not loose then it could have a bad rocker arm this sound may go away and come back in has lash is taken up rocker arm under the valve stem will have a mark that looks like this ) in it this is wear from the valve tip and will make noise . but if the rocker arm nut is past all others then 4 things bent push rod. very bad valve job .bad lifter . cam is shot. last to go hand in handIrish Diplomacy ..the ability to tell someone to go to Hell ,,So that they will look forward to to the trip
