    CFM ratings are mis-leading and only good for comparison. The instructions from SPAL on selecting a fan are pretty clear - "Choose the largest diameter fan that will fit your car or truck." If you can fit the dual 16's then that is what you want. More important is the full shroud you use, and a fan controller is something to consider, too.
