sound like your timing has wandered a bit,,,also make sure there are no vaccume leaks on that motor,,,,with a lumpy cam,, your motor will generate less vaccume anyway,,so a little leak will cause big problems.
what type of coil / distributor are you using??,,,maybee swap out the coil from a known good running engine,,,and see if this changes anything.
You may want to check to see if your distributor is advancing when you rev it up,,,without advance,,it's gonna run like crap.

Other than the post above,,,,the only thing i can suggest is to move out to the West Coast,,,,,,Engines run better here,,,,and they even run on water..........Just joking.

I wont stake any money on this diagnosis,,cos it's across the internet after all,,,,,but i would be thinking,,,your cam is fine,,,albeit,,maybee a little lumpy for a street car with stock ignition,,,,what Rpm's are you running when it's at 15 pounds,,,and then what Rpm at "0"???
sounds typical though,,,,Higher lift and longer duration cams will make the engine breath a whole lot better,,,but the piston is like a compressor pump working in reverse,,,it has to suck atmospheric (air) to develope vaccume for the rest of the car,,,,longer durations on the cam will hamper the motors abillity to develope sufficient vaccume,,,,,thats why older cars with vaccume wipers and such,,would have the wipers stop in mid stroke when revving the engine,,,you can purchase a vaccume amplifier motor to attache to your engine,,,this will solve a few problems i'm sure.
But do check your coil as well,,and make sure your getting vaccume advance.

if your vaccume is almost non existent,,your engine will run rich,,because it cant draw enough air into the carb for the proper mix,,,,,,( it's only theory at this point, until we know more about the rest of your engine problems ) causing the engine to run rich and develope smoke,,,

Yeah,,,you got no vaccume at RPM,,,,,thats gonna give you headaches until you get around that problem.
You need sufficient vaccume to run the carb,,along with every thing else, like the vaccume advance,,,,you fuel mix must be richer than a son of a ***
