Something is not right, the vortech 350 the heads came off is rated at 250hp from the factory. Was the carb opening fully?
Smoking the tires and running 13.2 does not match the dyno of 221hp at all. Was the dyno broke?
Did you notice any differences in the car as far as power before you got to the dyno or after you left?
On the compression theory, you would notice that more on bottom than at top. If the engine is a slug down low, you are over cammed, under compressioned. With 64cc vortecs, I doubt that is your problem as the cam is not big.
Do you have enough air filter? Something is not letting your engine breath. The combo you have should easily go 300 rwhp. Those vortec heads are not far from Edelbrock's Performer RPM on air-flow.RAY

the dyno was brand new and they tuned it so everything is working like it should. the carb is opening, you can feel it, hear it, and see it in the dyno. we dyno'd without a filter (the one i have is small and dirty)
i noticed alot more power after i left, my car was runninr really rich before i got there.
I wanted to complain about this NZ slang business, but I see it was resolved before it mattered. LOL..
