    You can make a 400 into a 377, but not a 350.
Making a 383 stroker motor out of a 350 is probably the best return for the investment that you can make.

my block is standard bore and its staying like that until it blows. what will a 383 crank make a 350?

.7854 times bore times bore times stroke times number of cylinders
    .7854 x 4 x 4 x 3.75 x 8 = 377

Yikes, there is a way to get to 377 with a 350 block. I've figured it with a 0.030" over bore so many times, but never with a stock bore. My face is red. Sorry.

Is it work $200? Probably. Is it worth rebuilding an engine to install a new crank without taking care of bore taper or any other issues that me be there while waiting 'for it to blow'? Nope.

yes, the longer stroke will give you much better bottom end torque and the extra cubic inches will be an excellent foundation for further go-fast goodies.

Cubic inches are some of the most expensive horses available. Any other mods give you more bang for the buck. Only if you've done a lot of other mods and still aren't satisfied, does a stroker make sense. Of course, there's always the bragging rights of "Mine's bigger than yours," hard to put a price on that!

Just remember you can't just change the crank alone, you will have to get new pistons also with higher set wrist pins to accomidate the longer stroke. If you go that far as said just assume get it bored if needed and make a real 383.
