Sounds suspiciously like a vacuum advance unit pulling a big amount of advance when the throttle plates shut. Partially opening the throttle decreases vacuum and the advance unit pulls back to a tolerable range. Change vacuum pods on the distributor and if you wish (recommended), run an adjustable unit.
What if the "Hokey Pokey" is what it's really all about?
