V= Flint Michigan plant
08 = August
20 = 27th day of the month
USM = 1983 350CU, 165 horsepower used in trucks(C20 - 3500)
Good motor for building. These four bolt truck engines are pretty solid and are typically in good shape, even with a lot of miles on them. You'll want to have a good machine shop prep and clean the block, check for all surfaces to be square, bore (if necessary) install new brass freeze plugs, new cam bearings, etc and then you'll have the base from which to build a great engine.
Good Luck,
Glenn
