Sounds to me like a choke plate adjustment may be needed. See if you can find the rebuild instructions for that carb on-line, and look at the setup instructions.

Some cars are just cold natured, and it is hard to know why sometimes. My Son Don is running pretty much the same setup in his 23 that I am in my 27 (sbf, 2 x 4 Edelbrock 600's) and yet his is a little slower to warm up and take gas than mine. I think he even has his choke wired in and mine are both wired wide open. Very confusing.
