Your best bang for the buck would be a set of Vortec heads and compatible intake manifold.

Edelbrock Performer RPM Vortec Intake Manifolds 7116 - SummitRacing.com
As far as a cam, I would contact the various cam manufacturers: CompCams, Lunati, Crower, and Crane. Have each of them recommend a hydraulic flat tappet cam for your particular engine and driving characteristics. Then choose the one that is the closest to the average of the four. Make sure you buy new lifters and matching valve springs to go with the cam you purchase.

A while ago I was looking around for parts like you'd probably be interested in so I'll state what may be obvious: you can probaby find some of the parts used for good prices, especially parts like intake manifolds and heads.
There are plenty of articles comparing results of upgraded SBC's but this one by Hot Rod magazine working on a ZZ4 will give you some good general ideas about what kind of parts seem to work: Small-Block Chevy Bolt-Ons - We Add 117HP To The ZZ4 Crate Engine - Hot Rod Magazine

I'll take the other approach and suggest that you will get more bang for the buck from a big block for the same money you would spend on a small block. The BB will make power from just over idle up to max revs if you build it properly. I don't think you could get that range of power from a SB without using a blower and blowers are pricey. Arrange your build around a 454 with 049 or 781 iron oval port heads. Pat McCarthy or Jerry Clayton can fill in the blanks.PLANET EARTH, INSANE ASYLUM FOR THE UNIVERSE.
