That is hooked to my a/c (had a/c but removed it) it is too keep the idle up when ac is on so it doesn't bog the motor.

You can wire it to the ignition, so when the key is on - it is energized and set the idle with it.
Then when you turn the car engine off, it'll de-energize and allow the throttle blades to close more and stop the dieseling issue.
I believe the idle without it should be around 600. IIRC....
