West Coast Engines?
Anyone heard of these guys and are they legit? Been looking at engines and they look pretty good but I know there are a lot of crappy ones out there. Looking for a reputable builder. Just looking for options.

No expert, but from what I can gather about them, they are jobbers. They do not do the work themselves, rather they job it out. They put the specs together for each motor, then put it out to bid at different machine shops to get the best deal. This doesn't mean it is bad, just means they shop it for you and warrantee it accordily.
