Ive ran my car for around 15-20 mins driving in town and its never gotten past 150F water temp. Its got a aluminum radiator and heads... Is this normal?

What was the outside air temp? At about 40, then 150 would be okay. Above that it could be a little low. I don't have an aluminum radiator or heads, but mine runs about 180 this time of the year (below 50 degrees), and about 190 to 200 in summer. Some say if the water temp is not over 170 you're not burning all of your fuel.
Every car is a little different.

its about 70F outside.
I have a 185 termostat in it, and my electric fan is on a sensor, which has never gotten hot enough to come on.

Either you forgot to put the thermostat in or the flapper in the t-stat is stuck in the open position.PLANET EARTH, INSANE ASYLUM FOR THE UNIVERSE.
