Find a reputable machine shop, preferably one that does a lot of race engines. They will effectively inform you about building a 383. Normally, you would bore a 350 block .030 over, and yes, that would necessitate ordering .030 over pistons. Both SCAT and Eagle are good rotating assemblies, and you normally have a choice of forged or hypereutetic pistons, 5.7 or 6.0 inch rods, cast steel or forged crankshafts.
