If your positive ya lined the gears up right and the stributer's in right and ya got spark out the coil wire but not the plug wires then it's just about gotta be a bad cap or rotor.

marks set at 12 'O clock on the top and 12 'O clock on the bottom?
Isn't that 12 o'clock on the crank and 6 o'clock on the cam????

is it suppose to be 12 and 12 or 12 and 6 so the dots r line up like

Shouldn't matter on a chevy either way should work, I always go dot to dot or cam dot at 6 o clock and crank dot at 12 o clock and then I roll it over twice ta make sure the marks line back up...

#1 on cap but ya gotta be at TDC #1
pull spark plug out on #1 cyl. (driver side front) hold your finger over the hole and have someone bump the starter till ya feel compression, now line the balancer mark up to 0 on the tab, your now at TDC#1 index the distributer rotor to point to # 1 on the cap and it should run, then set timing to specs......

This may sound goofy but did you remove the rotor button for any reason, if so you sure you put it back in?? And if it is in is it workin right??

. . . does #1 plug start on the distributer cap two over from opening clockwise?
Get to #1 TDC, set the distributor in place, rotate it so that it points to the closest post on the distributor, and call that #1. Then replace all of your spark plug wires going around the distributor clockwise using the Chevy firing order of 1-8-4-3-6-5-7-2.
1, 3, 5, 7 cylinders are on the driver's side.
2, 4, 6, 8 cylinders are on the passenger side.
