Are they stuck with carbon, rust or damaged lifters?

Squirt/pour a quart of Marvel's Mystery Oil into the lifter bores and let it soak for a few days.Roger
Enjoy the little things in life, and you may look back one day and realize that they were really the BIG things.

Stuck plungers, as RSpears suggests, try some Marvel and let it soak, do you have one of those tools that can hook onto the rocker? Maybe use it to push down on the plunger? Flex the spring...
Or maybe you have an arbor press? Pull the lifter, set it in a container of oil and use the press to break free the plunger? I can't say I've seen plungers stuck, they are usually full of oil - even if it's old oil...
If they are stuck, and you can free them up, consider replacing them as the operational life is probably limited or used up, if they were rusted inside the little seal will probably get damaged by the rusted surface.
Just an opinion of course.. you can verify they work once it's re-assembled and test run. Good luck and let us know how it works out.
Great to see your new post, Mike, and great to see CHR up and running again after several days of the Hmmm, can't reach this page.... Also good that you found an easy solution to your storage/access...
