Ya' gotta love the California people, don't you? Talking to a friend who's still fully engaged in the electrical power business, and he shared that because of the renewable energy mandates in California they are signing 20+ year power purchase agreements (PPA's) for solar power plants, which because of the land area for heliostats (aimable mirrors) and complexity of the process approach the cost of a nuke plant, in the range of $5500/kw!! And they only work when the sun shines!! No base load capability, no long term reliability, and severely reduced output on a cloudy day!! Think about that - the average working homeowners electrical load is high for a couple of hours in the morning, getting ready for work, low during the day while they're at work, and then peaks when everyone comes home, cranks up the AC or heat, cooks dinner, throws in a load of laundry or two, turns on one or more TV's/computers/stereo's, and then plops down for a few hours before bed well after dark. Where's the power going to come from after dark??
Now recall that not too many years ago California was the place that passed legislation to regulate the power industry, setting limits on the amount utilities could charge their consumers for power, which then established a thriving independent power producer (IPP) network, generating power to sell on the spot market, and staying alive with short term PPA's for a part of their capacity, holding reserves for spot sales. Everyone thought this was a great idea - let the independent businessmen spend their capital building fast reacting gas turbine plants, and the utilities did not have to invest but could reap the benefit of readily available power!! Of course the utilities failed to sign long term PPA's for their needed power, and when they had to bring a big unit down for maintenance, or worse yet when a big unit (or units) tripped off-line due to some catastrophic equipment failure they had to turn to the spot market for large amounts of power. The utilities were then amazed that the spot market price spiked - pure supply & demand!! Those nasty IPP's were taking advantage of the utilities who failed to plan!! The result was the prompt de-regulation of the power industry (1998), removing the price controls from the utilities, but also putting controls on the IPP market, making them support the grid at the "going rate" whenever they were capable of generating power - they have to prove that they have a problem anytime they're off-line, even if it's not a money maker for them to run because of fuel costs.
So now they mandate (Executive Order S-14-08, November 2008) that by 2020 all utilities must generate 33% of their power from renewables. The plants are being built, the costs are ratcheting up, but the consumer hasn't seen it yet because the rates change only after the money has been spent, and all the utilities have to do is document their cost per KW and it passes through to the consumers. Get ready. It's coming. There's going to be wailing and gnashing of teeth coming from the left coast in a year or two when the first rate bumps come, and it will get worse and worse as they approach 2020.
But I can hear it now - "This is not FAIR!! WE are the ones 'saving the country' from greenhouse gasses, and we're being PENALIZED for it!! Uncle Sugar should subsidize each consumer in this region to pay the differential cost for each KW we use!!"Roger

I believe that California has suffered a population net loss (at least of US citizens) and for sure a loss in jobs as companies choose other less restrictive parts of the US and world to move their businesses
Something else to 'help' the economy, and for sure, the 'greenies' in CA - along with the current administration and their "quest"

Being a Californian, native born and still a resident it always amazes me the simplicity of how an entire population gets labeled. We have no shortages of people to label, but the once gl;amorous Sunshine state does have quite a few problems, Solar Energy among them for cost vs. Benefit. I for one don't meet most of labels that get applied here, for instance the wierd gun control laws we have to abide vs. the ones the bulk of the rest of the United States have. We didn't vote for these laws, just the idiots who write and pass them, like former Governor Swartneger. Our energy policies weren't written by the consummer, despite poplular belief, but by elected officials with their wallets lined from lobbyist, so to say the Californians wanted this or that is a missnomer. It's sort of like saying the Americans want to become a socialist country like Sweden, based on the practice of our current administration, yet I'm pretty sure most of us don't want that, and don't want to be taxed at 50% either. The problem is the voter base in this country dictates the idiots who get elected to a certain extent. Once they are elected they do whatever they personnally believe regardless of what the voters really want.
When it comes to energy, we were lead down the road to believe natural gas was cheaper and more effiecient way to heat our homes. When we faced our energy crisis, and power rates spiked for electricity, based on supply and demand, the gas rates spiked 4 times as much and never went down. Effectively quadrupuling the average Californians heating cost over night. Now we can blame it on the citizens saying they asked for it, but, I believe the average citizen has no idea of what our energy regulators, and power utility companies do behind closed dooors any more than we know what our elected officials are dreaming up.
Back to gun laws, here's a great example. Senator Dianne Finestein on national television, at a huge anti gun rally turned in her snub nosed 38 to be melted down to make manhole covers. Immediatedly, after the cameras were off, she ordered one of her two ARMED guards to retrieve it and give it back to her. So on record it would appear to her constituants that she wants nothing to do with guns, yet in reality she is a gun toting american, afraid for her safety enough to want a concieled weapon. Steve, you are right and I should have said, "...the California politicians..." instead of "people". I did not intend to cast blame at all of the people of the state, but then again you do seem to have a disproportinate share of "logically challenged" individuals. That's not to blame everyone, but a comment on your fair share. You also have more than your fair share of challenged politicians, IMO, and Ms Finestein is a perfect example as is Ms Pelosi. Like Dave says, the result is that people are migrating away from California in record numbers, kind of like a reversing of the Grapes of Wrath times when large chunks of the dust bowl population headed west to the Land of Opportunity.

Take a look at Virginia - Bedford and Franklin counties in the western part. We've been trying to find the right home that suits my wife's bad back.
Many deer, some bear, boar, street rods, 4 wheelers, and a good though moderate 4 season climate ..... and is pretty conservative politicallyDave W

The only problem with that thought Dave is the chickens need to have thought through that they're the chickens. If the Colonel is clever enough to convince them that it's OTHER chickens who're on the menu then he gets their vote. His helpful friends who produe the menu are part of the distraction. The naive chickens haven't figured out that "free" food, and "free" medical care are part of the fattening up process prior to becoming the menu item. Meanwhile, the National Park Service, administered by the U.S. Department of the Interior, asks us to "Please Do Not Feed The Animals."
This is because the animals may grow dependent on handouts and not learn to take care of themselves.

The word 'Dhimmitude" is found in the new health care bill; so what does it mean?
Thought this was interesting and worth passing on.

Now isn't this interesting? It is used in the health care law.
Dhimmitude -- I had never heard the word until now. Type it into Google and start reading. Pretty interesting. It's on page 107 of the healthcare bill. I looked this up on Google and yep, it exists.. It is a REAL word.
Dhimmitude is the Muslim system of controlling non-Muslim populations conquered through jihad. Specifically, it is the TAXING of non-Muslims in exchange for tolerating their presence AND as a coercive means of converting conquered remnants to Islam.
ObamaCare allows the establishment of Dhimmitude and Sharia Muslim diktat in the United States . Muslims are specifically exempted from the government mandate to purchase insurance, and also from the penalty tax for being uninsured. Islam considers insurance to be "gambling", "risk-taking", and "usury" and is thus banned. Muslims are specifically granted exemption based on this.
How convenient. So I, as a Christian, will have crippling IRS liens placed against all of my assets, including real estate, cattle, and even accounts receivables, and will face hard prison time because I refuse to buy insurance or pay the penalty tax. Meanwhile, Louis Farrakhan will have no such penalty and will have 100% of his health needs paid for by the de facto government insurance.
Non-Muslims will be paying a tax to subsidize Muslims. This is Dhimmitude.
