I was going to say that if it's a government installation, they'll initiate a study with their engineers to analyze the problem. Then they'll hire the same engineering company to analyze and offer suggestions based on cost studies of similar situations... then they'll hire the same engineering company to oversee the final solution and ultimate cleanup / disposal and then write a 50 page study report and 37 copies of public meetings and the results of the citizenry who have offered an opinion of having the truck stuck in such a small area....
