TITLE? We don't need no stinkin title.
Here in Maine we don't need a title on any car more than 15 years old. When I sell an untitled car to a title state I have to sign over the ownership on the back of the registration and have the bill of sale notorized. I've sold 10 or 12 cars this way and only one buyer needed an additional mileage statement even though it's on the back of the registration.
In New Hampshire They're only needed 10 years so if I need a title for a car between 10 and 15 years old I have my ex-wife register it in her name and sign it over to me with a notarized bill of sale. Maine will then issue a title to me.
As far as emission tests we don't have them. The feds said they would cut federal highway funds if we didn't do it. They set up a system in the southern part of the state. It put a lot of used car dealers out of business because they couldn't sell a car that didn't pass the tests first. A car that passed at one test station could fail the same test at another location. The state closed them all down and sued the federal government over the highway funds being dependant on an unfunded mandate. The feds backed down and now we get the money without the emission tests. If more states would stand up to the feds instead of going along they could put an end to these stupid tests. It would be a good time to do it since our current president is anti environment anyway. Better hurry though he's only got one more year before we kick his ass out of there.

Eh- Too many Tree Huggers and Enviro-Geeks up in these parts. (you know the ones San Francisco rejected.. and they moved north...)
