    That's a downer. Can't understand why it's unsafe (I assume that's the reason) in 1 state and O.K. in another. Think it might have something to do with polict*&^s.....????????

    Hey Jerilynne, yea I am also on cardomain.com. I remeber you, dont you have a 4.9L turbo TA? Sweet car and owner! Anyway, you other guys--PA does have the same laws regarding the height of things protruding thru the hood, but the local PD is pretty lax on enforcing it. Actually, my cowl hood is technically illegal because it is a 4 3/4. VA and PA actually have very similar rules, but it does help to get it inspected when you know people.

    if it comes from the factory you cant turn it down in va. my cowl hood wont pass but no body said anything yet.

    Typical cop talk. He's probably wrong, but doing something about it takes a lawyer and a lot 'o bucks. The cops in Council Bluffis Iowa tried that line on Omaha cars that had windows tinted too dark for Iowa laws. They handed out a bunch of tickets using that cop's same line - at least until someone with a few $$$ and a lawyer for a friend contested it.

    They used the right to interstate commerce, meaning the right to freely travel from state to state (nothing to do with buying or selling anything.) The courts found that it was unreasonable to issue tickets because of the variety of laws across the nation would unduly restrict the ability of people to go from state to state, and people coming from Ohio certainly couldn't scrape their tint off just to get through good ol' I-o-way.

    Here's a quote from a Pennsylvania site referring to the Constitutional right of interstate commerce:
    "The Department recognizes the Constitutional limitations in enforcing these provisions to vehicles registered out-of-state. In that regard, it has been the Department's practice to counsel law enforcement officials not to enforce these window tint provisions upon individual vehicle owners operating registered out-of-state vehicles."

    What he means is that it would be illegal for them to restrict Interstate Commerce by threatening or citing legal vehicle from other States that meet all Federal and PA requirements.
    Unfortunately, in cases like this, the cop's right until proven wrong in court.

    Here's a more detailed explanation, and the approach used in Iowa.
    b. Interstate commerce. The United States Constitution, Article I, Section 8, clause 3 (“Commerce Clause”) grants to Congress the exclusive power to regulate interstate commerce. This provision has a number of important ramifications. One of the more important provisions is the fact that it severely limits state action that burdens interstate commerce. Congress can, and sometimes does, specifically permit state regulation of interstate commerce. Without congressional permission, state regulation that burdens interstate commerce is generally impermissible. There are a number of types of regulation that can burden interstate commerce, e.g., restrictions on access by out-of-state suppliers to local markets; restrictions on access by out-of-state buyers to local commodities and resources; restrictions on interstate transportation; restrictions on personal mobility across state lines; and state taxation of interstate commerce. It is important to note that state regulation in these and other areas affecting interstate commerce is not necessarily unconstitutional; detailed analysis is often required to determine whether the regulation actually violates the Commerce Clause.
    However, showing a copy of Article I to the cop probably isn't going to get you out of a ticket.

    Besides that, police on traffic duty are are "Tax Collectors" when they do stuff like this. Ya okay when they stop dangerous activities I can see their purpose. However when they ticket people for stuff like that and other rediculous items, their just being tax collectors. IMHO

    Ohhh What a relief...ha ha! I thought I was goin nuts! Lots of guys online here from out east...I just looked at your Cardomain page again...Can't wait to see you expand that page...would love to see some engine an interior pics...Have Fun!

    The biggest problem I had was my bus. had a st. insp. lic. and i was a state inspector and it was my st inspection. trooper assigned to me that was telling me this. i wont telling him anything. i had to have my lic.
