If you are just looking for an easy-to-spray coating, and the frame doesn't need to be a "showpiece", I would use SEM trim black. It requires no primer, and I've used it for just about everything.

PPG make a chassis black paint that doesn't need to be reduced, or have any additives. Drys Quick and looks great.

frame paint
I totally agree with 2 many. Ive used the Hammerite rust cap gloss black on my frame. Nothing beats it but powder coating!
You can buy it at Home Depot or on line. About $ 44.00 a gal.
Spray it on or brush it.
