    a lot has to do with junk on the paper getting rub in to the paint if you have dirt in the paint or dust or the paper loading up and cutting the paint i would roll the edges up so the paper would not track and use some dish soap in the water this work for me i would let the paper set for a short time in the water not that long i was paid by the job
