I'm not certain about this, but I don't think there's a vacuum pump on the car, vacuum from the intake manifold plenum is used to operate the accessories. My neighbor has a 'Vette that ceased to operate the light flaps and found that all the vacuum lines had self-destructed from age and were leaking. There are various parts involved, here are some of them:

FYI, those cars did tap into manifold vacuum. They had an accumulator with check valves so that the wiper lid and light covers would work after the engine was off (at least a few times). Vacuum lines are always rotten on these cars. Also, as I remember on the 69, the 70, and the 72 that I had, the switch for the actuation was a vacuum switch (the vacuum hoses ran to it). Check out a vette part supplier.
Test the operation of the headlights with a quick rerouting of the hose to a hand held pump or the engine manifold.
Dont replace just one vacuum line.....they all are rotten if one is.

" Never seen winter Or Rain"
Maybe not, but they've seen plenty of ozone unless the car has been stored on another planet. If you don't check every one of 'em for holding vacuum, you're messin' up.PLANET EARTH, INSANE ASYLUM FOR THE UNIVERSE.

when you say "actuator is gone"....there is an actuator (vacuum motor) on each headlight and one on the wiper door. Wiper door will open manually (hand job) by pulling up and forward on it...
The vacuum motors on the headlights are easy to see....look at the headllight doors.
Dont confuse accumulator with actuator. An accumulator is a tank that stores something. A waste basket is an accumulator just as is the vacuum can.
An actuator is something that provides motion....like a vacuum motor or an air cylinder.
What everyone is telling you is correct.......35 year old vacuum lines dont suck anymore.
Thank you Roger. .
