    master brake cillinder

I have two questions about this picture.

First, is it normal to have the master brake cylinder(or how you cal it) in horizontal position. Now my reservoir can not be filled completely because the top lies at an angle.

Second, al the holes in the frame where the engine mount used to be. That doesn't look neat, is it wise to weld them shut and grind them nice flat(the new engine mount place is right in front of the rear lower arm mount)
