Yeah, I think those numbers are more in line, amp-wise.
And to go back to the original question, just use a 40 amp relay on low and one on high. There should be more than sufficient capacity to handle any fan. I wouldn't worry about spikes, as the fans are probably engineered to handle such problems internally. At least, I have never had to install a diode and have pretty much run electric fans for the past 12 years on everything I have.
Like I said, if I had a nickel for everytime I've been wrong.............
