Has anyone had problems installing retractable shoulder/lap seat belts to the point that it's tough to get the belt to release from the retract position?

It seems to me that when you want to put the belt on - like everytime you drive the car - the belt should release smoothly from the retract position to reward you for wanting to wear the belt. I'm tired of fighting my belts! Pull a couple of inches and it locks up; let it go back a fraction of an inch and pull two more inches before it locks up again. Fighting the belt to put it on is not conducive to encouraging someone to wear their belt!
