I had a 56 Ford with a fuel fill behind the flip down license plate.

As for the "danger" idea, the tail light unit performs like any other access "door", so in that way it is no more inherently dangerous.
The '57 Chev was another variation, it's access door was hidden within the trim work that wrapped around the tail fin, just above it's tail light, which put it in approximately the same area as the '56.Your Uncle Bob, Senior Geezer Curmudgeon
It's much easier to promise someone a "free" ride on the wagon than to urge them to pull it.
