If the signal lights work, and the brake lights don't, it's likely the brake light switch. If not, it's the signal switch in the steering column. The brake lights are wired through it so they still flash as signals when the brakes are on.
The front park lights don't come on with the brake lights.

Could be wiring by kick panel on passengerside. That is what was wrong with my 66 ford.

To check the brake light switch to see if it's bad you can unhook it and cross the plugin wires. If the brake lights don't work by doing that, you know it's not the switch.
