The engine could have overheated and seized or the battery could be dead. The serpentine belt drives both the alternator and water pump so if the car were run for a while without it, either of those could cause the car to not start.

98 Escort has a crankshaft position sensor, it is located at the crankshaft pulley, more than likely when the belt broke it ripped the wires or killed the sensor......could'nt be an overheat deal as the timing belt runs the water pump on escorts........And figure out why the belt shredded it don't just happen, something locked up...i.e. Alternater( power steering pump although not very likely) a/c compressor, belt tensioner pulley or belt Idler pulley(most likely canidates)
Just thought of sumpin else .....
If it was pushed off the road with another car try reseting the fuel pump inertia switch ( see owners manual for location)

HWORRELL, the battery is not dead, and th engine tries to start so its not seized up, it does feel or sound like the timing is just off, so I will start by checking the sensor, if the sensor or its wires are damaged, how hard are they to replace??

Sensors not bad to change, but wires are a pain in the butttt.... in either case unbolt the mount at top of motor on passenger side at strut tower and let her drop down (it won't fall out) remove right front wheel & plastic splash shield, that'll give ya all the room your gonna get (he-he) and re read my up edited post above...
