I am Depressed
Last week, in California, our governor signed off on a stack of new laws which I doubt he even bothered to read. Included in this stack was a bill to forever stop the 30 year rolling exemption for smog at 1975. Well, my truck is a 1976. I don't think these politicians realize they are doing more harm then good by passing such laws. What they don't realize is that current smog laws prevent owners from updating out dated equiptment with newer, more efficient systems like fuel injection, vortec heads, more modern catylitic converters, etc... They also cause these vehicles to be the gas guzzlers that they are because they have to run low compression, low tech parts, plugged up catylitic converters, etc... It also costs $75 ever 2 years plus $300 dollars every 2 years to register and smog a car. If your car fails, it costs a fortune to get replacement parts (ever try getting a smog legal Holley for a 1983 Mustang?) My sister badly needs new tires for her car, but we spent all of the money on a $500 (+ another $200 to install the carb and repair an irreplaceable EGR) carburetor because the car wouldn't pass smog without it. The car runs worse and smokes more than it ever did with the new carb (it's not the mechanic's fault, it's just a shitty carb and Holley knows it which is why it's so expensive). I'm sure there are plenty of other people out there who are comprimsing safety to pay for unecessary maintenance on their car. I think, if it passes the sniffer it's and a limited visual (primarily the evaporative emissions systems), the car should be good to go.

I dont even agree with the Sniffer. Cars beyond the 15yr point are the minority on todays roads. As such, it is a testiment to the mechanics and the drivers who own them that they are still around. I think that if a car has a good running engine, a Cat convertor and doesnt belch smoke or anything, then it should pass. I would hate to live in californiaRight engine, Wrong Wheels

I am so excited. There may still be hope. I read the law as proposed and it said the 30 year exemption would be deleted. However, I also read the law as chaptered and it made no mention of the 30 year exemption which means it still exists. Now, I just need to get .50 cal rifles relegalized because they were banned on the same weekend.

I am afraid that Arnold and the legislature did us wrong on this one. Here is a quote from the bill AB 2683 as chartered and signed into law:

Existing law exempted from those requirements, until
January 1, 2003, any motor vehicle manufactured prior to the 1974 model-year, and after that date, any motor vehicle that is 30 or more model-years old.
This bill would instead, commencing April 1, 2005, exempt from the smog check requirements, and the smog check compliance requirements, any motor vehicle manufactured prior to the 1976 model-year.

So it appears that the rolling 30 year exemption is a goner. As I read it the law also adds some other requirements to even older vehicles to be checked for the proper type of gas cap and fuel leaks. THis could mean that even 50+ year cars like mine will have to go to a smog staion and have that checked, at a cost I am sure.

This is absolutely crap. Why are these a holes making such uninformed decisions on our "behalf". You know who is to blame here, thats right, THE RAT RODDERS . Seriously this sucks, I as a californian already get run off the damn road by retards everyday who have no concept of the older car, pay way to much for gas, forget this place, I'm leaving.Justin RFFR

I read the law, and as proposed, it ended the 30 year rolling exemption. However, as passed, it made no mention of the 30 year exemption which means it still exists. I'll link to it later.

Hey guys, I'm about ready to get a smaller house and a bigger shop, be glad to sell you my house and shop right here in beautiful downtown Madison. We have no state inspection, we have no sniffer check, we still have drag strips and circle tracks that do not require mufflers, and, lots of shop time in the winter when it is just to dang cold to do anything else !!!!! Can't you get Jay Leno or some other big time hot rodder to straighten Arnie out on the issues????Yesterday is history, tomorrow is a mystery, Live for Today!

Leno may have straightened Arnie out and that is why the deletion of the 30 year exemption line was deleted from the bill.

Ok, I lied about everything. I had read a bill passed on the same date one year ago. The most recent bill ended the rolling exemption at 1975. Anybody want to go to Sacramento and protest with me?Last edited by 76GMC1500; 09-28-2004 at 08:00 PM.

Yeah, Dave and PROZ, That's one of 2 reasons I moved back here to hicksville Iowa from Bonney Lake, Washington.
No inspections or sniffers or any other real vehiculer hassles. That was number 1. Number 2 was the more affordable living.Duane S

Yup. A couple weeks ago I talked to a guy at a gas station. He was drivin' a blown BBC '70 Chevelle. 2 carbs. w/ the big air cleaner/Scoop. I asked him if he gets any hassles about the obstruction. He said, nope, never has and he's been driving it for years. Said he got stopped once for speedin', but they only gave him a warnin' and never said a word about the hardware stickin' outta' the hood.
Yer' right Dave, Time to step up work on the "Z". He HE HE. Think I may order the front end today."PLAN" your life like you will live to 120.

va. is redneck, backwood, pickup driving st. to, but we got all of the laws. i though in a free country if one could have something then it was the same for everybody else. i can see mabey the smog being dif. in dif. places,(we have the smog check in parts of the st.) but obstruction laws, tinted glass, muf noise and some of the other laws ant right. if you can have a blower sticking through the hood then i should to, but by law you can ,i cant. something it wrong with that. dont mind me just thinking out loadLast edited by lt1s10; 09-29-2004 at 02:05 PM.
