How can a lack of torque change the stall speed? and the converter in a 4.3 has a carbon fiber clutch which no 700 had

Stall speed is a direct result of torque applied. That's what the discussion has been. What is a stall rating? It's actually a general rating. On any given converter, the "actual" stall is directly proportional to the torque applied to it.
When the Corvette converter, rated at 2200 is put behind the 4.3 (yes, the same part number) the stall becomes 1500. It's really a neat performance upgrade for V8 guys to put the 4.3 converter in.
